This is a Hand Crafted Pennsylvania Railroad 3D Replica - Plaster Wall Plaque.  This is a nicely done piece and really stands out when it's hung due to its recessed letters and 3D look.
It's made from a plaster mold and weighs about 3.5 lbs.  The molded plaster is painted with classic Pennsylvania Railroad Red and Gold.

Condition:
This item has been hanging on my wall for years and is in good condition.  There are a few spots that need some touching up with gold paint, but no cracks.
